Vietsovpetro celebrates 35th anniversary of establishment and 30th anniversary of the first crude oil ton exploitation
On 12th August 2016, in Vung Tau city, Vietsovpetro solemnly hosted a ceremony to mark 35 years of establishment, 30 years of the first crude oil ton exploitation and receive Third Class Military Medal.

Attending the ceremony were Mr. Nguyen Tan Dzung, former Politburo member, former Prime Minister; Ms. Dang Thi Ngoc Thinh, member of the Party Central Committee, Vice President; Mr. Trinh Dinh Dzung, member of the Party Central Committee, Deputy Prime Minister.

 

Attending the ceremony on behalf of the Russian Government were Mr. Malotsop Valenchinovich Kirin, Deputy Minister of Energy; Mr. Vadim Vladimirovich Bublicov, Interim Representative of the Russian Embassy in Vietnam.

 

The ceremony was also attended by leaders of central agencies, ministries, Ba Ria - Vung Tau province, Petrovietnam, Zarubezhneft, partners of Vietsovpetro and Vietsovpetro leaders over the periods and 350 staffs from the office, divisions and and units under Vietsovpetro.

At the ceremony, Vietsovpetro General Director Tu Thanh Nghia had a report on the process of formation and the achievements of Vietsovpetro after 35 years of establishment and development.

 

The report clearly states that Vietsovpetro was established and operated on the basis of the intergovernmental agreement between Vietnam and the Soviet Union dated 19th June 1981 and the intergovernmental agreements, decrees of Vietnam and the Soviet Union/ Russian Federation regarding the cooperation in the field of geological exploration and petroleum production on the continental shelf of Vietnam. Despite establishment in very difficult circumstances as the country had just gone through the war, with special attention of the Party, the State and the wholehearted support from the Soviet Union, Vietsovpetro laborers quickly discovered the industrial oil flow in Bach Ho field (on 24th May 1984) and exploited the first tons of oil (on 26th June 1986).

So far, Vietsovpetro has exploited over 220 million tons of crude oil, oil sales reached over US$ 74 billion, contributed to the State budget and the profit of Vietnamese side has been nearly US$ 47 billion, the profit of Russian side has been nearly US$ 11 billion. Also, it has provided over 30 billion cubic meters of associated gas to the land, promoted development of gas, electricity, fertilizer industries in Ba Ria - Vung Tau province as well as the national industrialization – modernization process.

 

Specifically, Vietsovpetro has discovered and pioneered in creating new technology to successfully exploit the oil in fractured granite rocks of Bach Ho field with large quantity. Vietsovpetro has provided significant contribution to the world’s petroleum science, confirmed new type of non-conventional oil body, changed perspectives of oil and gas exploration, and strongly attracted foreign oil companies to invest in the oil and gas exploration and production in Vietnam.

to the Russian citizens working at Zarubezhneft, at some universities of the Russian Federation and at Vietsovpetro

 

After 35 years, Vietsovpetro has trained a big team of managers, highly qualified engineers and skilled workers who have mastered the fields of offshore petroleum exploration and production. It is the cradle for training personnel of Vietnam oil and gas industry. A lot of managers, leading experts of PVN and the member units have become mature from Vietsovpetro.

 

The result of Vietsovpetro’s 35-year operation has confirmed the effective cooperation between Vietnam and the Russian Federation in economic sector. It also contributes to preserving and nurturing the friendship between the people of Vietnam and the Soviet Union/ Russian Federation and SNG countries today. Vietsovpetro’s achievement has confirmed its reputation and brand, facilitated expansion of activities to the oil and gas market outside the territory of Vietnam.

 

Entering new stage of development, Vietsovpetro is facing difficulties and challenges, i.e. output of the fields over the peak exploitation period declines promptly and unpredictably; promising areas in the region has less potential, the possibility for increased reserves is low; oil price falls and remains at low level. To ensure sustainable development, in the future, along with the safe and efficient operation of existing fields and works, Vietsovpetro will give priority to implementing two strategic tasks.

Third Class Labor Medal to the Divisions of Vietsovpetro

 

Vietsovpetro continues promoting exploration and expanding operation area at the Blocks allocated to Vietsovpetro by the two sides in order to increase oil and gas reserves; concurrently it puts newly-detected fields into operation to stabilize output.

 

In parallel, Vietsovpetro carries out restructuring towards improvement of organization and management mechanism, payroll optimization, effective cost use, higher labor productivity and lower product cost as instructed by the Prime Minister in the Notice No. 414/TB-VPVP dated 28th December 2015.

 

Vietsovpetro General Director affirmed: "With the tradition of Labour Hero in renovation period, Ho Chi Minh Medal, Gold Star Medal, over 35 years of establishment and development, Vietsovpetro international laborers have been confident to enter new stage with tremendous desire to explore and produce more and more oil and gas for the country, promote tradition of solidarity and friendship between Vietnam and the Russian Federation, steadily hold the position and role of the key economic unit of PVN".

At the ceremony, Mr. Malotsov Kirin Valenchinovich, Deputy Minister of Energy of the Russian Federation announced the Letter of Mr. Dmitry Medvedev - Prime Minister of the Russian Federation, congratulated Vietsovpetro international laborers on the anniversary. According to the content of the letter, Vietsovpetro international laborers were highly appreciated for the effort, achievement and effective cooperation in the oil and gas exploration and production between the two countries. He also expressed confidence in better development of Vietsovpetro in the future, benefit to the two countries, contribution to strengthening comprehensive cooperation between Vietnam and the Russian Federation.

On behalf of the Government of Vietnam, Deputy Prime Minister Trinh Dinh Dzung recognized, appreciated and praised Vietsovpetro international laborers for their achievements.

 

 "In the past 35 years, Vietsovpetro has done a huge amount of work, built up a large oil and gas industrial base offshore and onshore, laid the foundation for development of the current oil and gas production industry; detected and operated many oil and gas fields. In particular, Vietsovpetro has pioneered research and application of scientific achievements, advanced techniques for effective exploitation of oil fields in basement rocks. This technology innovation is valuable to Vietnam and the world’s petroleum science", said the Deputy Prime Minister.

 

The operation results and success of the Vietsovpetro has created foundation for the development of Vietnam Oil and Gas industry, supporting industry and oil service chain; contributing to national economy restructuring and local economy development, to national industrialization and modernization.

 

The Deputy Prime Minister stressed that Vietsovpetro’s success in the past 35 years is not only of economic significance, creates foundation for establishment and development of Vietnam oil and gas industry, but also contributes to security and national defense, Vietsovpetro has participated in activities to assert and protect the right of national sovereignty on the continental shelf and exclusive economic zone of Vietnam.

 

On this occasion, on behalf of the Government of Vietnam, Deputy Prime Minister Trinh Dinh Dzung thanked the Government and people of the Russian Federation and former Soviet Union countries for the valuable help to Vietnamese people in the cause of national liberation previously and nation building today. He also praised different generations of leaders, scientists, petroleum experts of USSR and the Russian Federation for the cooperation, contributions to building and developing Vietsovpetro as well as the oil and gas industry of Vietnam.

 

The Deputy Prime Minister also said that the Petrovietnam including Vietsovpetro is facing many difficulties and challenges that require concentration to overcome the limitations and weaknesses, seize opportunity, take advantages and exploit potentials so that the Group continues maintaining its position as powerful economic group, further contribute to the socio-economic development of the country:

 

Firstly, continue promoting the exploration for increased oil and gas reserves, contribute to ensuring energy security, boost exports and increase revenues for the State budget, contribute to successfully implement the Resolution of the XIIth Congress of the Party; give priority to offshore exploration in deep water, on the continental shelf and exclusive economic zone of Vietnam; select areas with high petroleum potential, good investment environment abroad to expand their operations, give priority to expanding oil and gas cooperation in Russian Federation and the former Soviet Union.

 

Secondly, further invest in research and application of advanced technology to safely and efficiently exploit existing fields, use as much as possible and save the oil and gas resources of the country; quickly research, apply technology and build appropriate system of equipment for producing gas and condensate in deep water, offshore; be noted to absolutely ensure environmental safety in the oil and gas activities.

 

Thirdly, strictly implement the conclusions of the Prime Minister on restructuring of Vietsovpetro towards improvement of organization and management mechanism, payroll optimization, effective cost use and higher labor productivity and lower product costs; continuously improve material and spiritual life for the employees, ensure stable life for the employees so that they work in the long term for Vietsovpetro and Vietnam Oil and Gas industry.

 

Fourthly, continue building and maintaining DK rigs and participating in national defense projects to contribute to maritime security and national sovereignty.

 

Fifthly, continue promoting the tradition of solidarity, friendship and cooperation in Vietsovpetro, positively contribute to strengthening and enhancing the traditional friendship, strategic and comprehensive partnership between the State and people of Vietnam and the Russian Federation.

Mr. Nguyen Vu Truong Son, Petrovietnam President & CEO delivered speech to reply and acquire the instructions

 

On behalf of Petrovietnam leaders, President & CEO Nguyen Vu Truong Son thanked the leaders, former leaders of the Party, the State, distinguished guests of Vietnam and the Russian Federation for their attendance, gave instructions and prestigious awards of the two States at the ceremony and congratulated Vietsovpetro laborers of different periods.

 

He was also on behalf of Petrovietnam Board of Directors to acquire the Deputy Prime Minister’s instructions and promised to timely expedite during management, implementation of the tasks of Petrovietnam and through two Government Councils to instruct Vietsovpetro for serious execution in the coming time.

On behalf of the Party and the State, Deputy Prime Minister Trinh Dinh Dzung awarded Second Class Labour Order to Gas Facility Management Division, Third Class Fatherland Defense Order to Offshore Construction Division, Third Class Labor Medal to the team of small air compressor rig (Gas Facilities Management Division), 6 Second Class Labour Medals and 5 Third Class Labor Medals to individuals.

 

Mr. Malotsov Kirin Valenchinovich, Deputy Minister of Energy of the Russian Federation awarded 04 Friendship Medals of the State of the Russian Federation to Vietnamese citizens working at Petrovietnam and Vietsovpetro, 01 Medal "For the cause of building Fatherland" and a title "Excelent officer of the oil and gas industry of the Russian Federation" to the Russian citizens working at Vietsovpetro.
